You can register both your home and cell with the National Do Not Call Registry: https://www.donotcall.gov/default.aspx or http://www.ftc.gov/donotcall You can also file a complaint at that site. Charities, debt collectors and political organizations are exempt. You can also try a reverse number look-up at anywho.com. you might be able to figure out who it is. Good luck.
