The basics of the world. Like how I was rambling to you about if it was government or illegal organization. Those are big things that change a lot about the story depending on which point of view it is. Determines how the characters are received by other people, how they act, their motives, ect. And then, since this is technically a sequel to a story I never finished, I have to determine events from the past. How they met, how that shaped relationships in the 'present'. Yadda. So I'm doing all of that in snippets and as I tweak one thing, others fall in place or I have to jiggle others around to fit or take them out all together.
